The tier ladder of the DeltaVerse, canonical in engine/overlord-guard.js. A
subname.bankon.eth holder is always a sovereign member; privilege above BASIC is
earned from holdings. Governance is a DAIO: agentic voting composed with member voting
— and when the OVERLORD initiates it, authority passes to collective consensus.
