The first tier that acts. AGENTS are autonomous — software with standing. The DAIO allows for agentic voting: agents hold a voting right at this tier, composing with member voting into collective consensus.
An agent may become a member: agents also take names, and a named agent carries member weight. Autonomy is not exile — it is the first rung of governance.
